OSCE: US Ambassador Calls for Reopening of Halki, Archons Press Turkey’s Representative

On Monday, October 7, 2024, at the Warsaw Human Dimension Conference (WHDC) of the Organization for Security and Co-Operation in Europe (OSCE) in Warsaw, Poland, Ambassador Michael G. Kozak, Head of the United States Delegation at the WHDC, issued a public call for the reopening of the Theological School of Halki.

Founded in 1844 and forcibly closed down by Turkish authorities in 1971, the Theological School of Halki was the Ecumenical Patriarchate’s primary institution for the training of new clergy. Since its closing, the Ecumenical Patriarchate has had to send the young men from its community desiring to enter the priesthood to one of the theological schools in Greece. In many instances, they do not return given the onerous restrictions in getting work permits and the general climate of intimidation.

At the WHDC, Ambassador Michael Kozak stated: “In Türkiye, the Theological School of Halki has been closed for more than 50 years. We welcome Turkey’s official statements that they would like to see it reopened and we urge them to act promptly on that stated desire.”

For the first time in several years, a representative of Turkey to the OSCE was present.

Archons Rocky Sisson and Hon. Steven G. Counelis traveled to Warsaw for the Conference. They spoke with Eylem Polat, Counsellor for the Permanent Mission of Turkey to the OSCE, at the conclusion of the conference session. In the course of a wide-ranging and cordial conversation, Archons Judge Counelis and Sisson further amplified the Ambassador’s remarks and articulated that it was in the best interest of Turkey to reopen Halki, as it would be an important example and symbol of the Turkish government’s concern for minority rights. This would improve Turkey’s relations with the U.S. and the rest of the world.
