Emre Öktem is an associate professor of international law and the head of the International Law Department at the Faculty of Law of Galatasaray University, Istanbul.

He is the author of several books including “Freedom of Religion in International Law,” “Terrorism, Humanitarian Law and Human Rights,” and “Customary International Law.”  He also has written articles on human rights, humanitarian law, minority rights, terrorism, international recognition, continuity and succession, and other fields of international law, as well as essays on history and interfaith dialogue. He has published widely regarding the application of international law in Turkey.

He has served as an expert at the Organization for Security and Cooperation in Europe, Office of Democratic Institutions and Human Rights. He has advised Turkish courts, in the capacity of an expert witness, with respect to international law matters. He has also served as an expert witness in international investment arbitrations.
